Charlie is a London-based artist and curator and was selected for the 2010–2011 residency programme, after first participating at Grizedale in 2005 during Cumbriana Proof.

Charlie mostly makes sci-fi infused videos, which were brought together in his first major solo exhibition, Notes I, II & III (2010). Like public information documentaries from a bleak future, they are made up of found videos and YouTube clips, pulled together by the narration of a dispassionate computer voice explaining plans for mass flooding and the necessity of controlling birds. Through a precise mix of the comic and tragic, Charlie targets the dangerous spread of ill-founded social neuroses and fears that serve as a subtle form of control.

Oscar Tuazon and Clementine Deliss, curators of the exhibition dragged down into lowercase (2008), said of Charlie: "(he) proposes an alternative housing model for Bern’s citizens in the form of a safe community that lives below the ground in dugout shelters lined with disused washing machines and fridge freezers. Tweed’s Man from Below updates autochthonous mythologies of origin into an urban, new age pitch for white goods eco-homes." Exactly.
